I've always said there's no such thing as animal rights. Some people get offended by this but it's true. In order to have rights one must also be accountable. If dogs were free with rights, I imagine they would all be felons in prison. Sniffing another dogs butt is sexual assault, as another dog's rights there were violated. Or shitting or peeing where they shouldn't. They would all be in prison for sure.
